In a follow-up to this story I learned that yesterday the Caleb Collier Campaign has filed a formal complaint with the Washington State Public Disclosure Commission against the Brandi Peetz Campaign based upon Peetz’s father Robert West’s solicitation of funds for his daughter while using City of Spokane time and resources.

Even “provocateur” Michael Scott Maclay got a piece of the action in this race.

Although the results of the PDC Investigation likely will not be public until after the election, it should be a pretty easy investigation for the PDC since the City of Spokane has all the discipline records of Robert West regarding the issue.

What is interesting about this case, aside from what should be of interest to Citizens of the City of Spokane, is the endorsements Peetz has received from Sheriff Knezovich, as well as the Spokesman Review.

Where the Spokesman Review came up with “a solid law enforcement perspective” is completely beyond me Peetz is a 911 Operator and member along with her father on Ozzie’s handpicked charade of a Citizens Advisory Board where the perspective is anything but “solid”, as any experienced Law Enforcement Officer will tell you. The old adage “Garbage In Garbage Out!” comes to mind. A Criminal Justice Degree from GU certainly isn’t a selling point unless there is some actual law enforcement experience associated with the degree, and there isn’t in Ms. Peetz’s case for some reason.

Of course, if the SR Editorial folks want to champion a Candidate or Cause for some reason they seem to overlook things in certain cases.

The Kate Burke v Tim Benn endorsement by the SR, makes me wonder exactly how much vetting the SR did before they made the endorsement, it’s pretty easy stuff to do, but in some cases just isn’t done. Kate Burke does seem like a nice young lady, and she was of course an aide to Andy Billig which in all likelihood helped with her Spokane City Council endorsements.

Another interesting aspect of the Collier v Peetz race is that even though the Spokane City Council has been made aware of the issue with the City Employee Robert West, the Council with two exceptions has no interest in the matter.

Ineffective assistance of counsel is a claim raised by a convicted criminal defendant for the plaintiff where the innocent plaintiff’s attorney’s performance was so ineffective that it deprived the plaintiff of the constitutional right guaranteed by the Assistance of Counsel Clause of the Sixth Amendment to the United States Constitution.

It is a nice for a convicted criminal to have an option when he/she isn’t effectively represented. Unfortunately, however for John or Jane Q Citizen when it comes to their Elected Representatives who are supposed to be representing them, and especially when it comes to using John and Jane’s money, the options are limited, vote them out of office, initiate a recall petition, file an ethics or criminal complaint, or on the other hand just sit back and enjoy it.

One of the advantages Elected Representatives have for keeping a lid on adverse expenditures is once the expenditure is approved they can count on almost no one checking to see just how well our money was spent.

ATTENTION LORI KINNEAR!!!

As far as our costly spiffy new Computer Aided Dispatch/Record Management System is concerned, sure doesn’t look good at this point, but who knows for sure, certainly not the Public Safety Committee, or the City Council, and even if they did John and Jane sure wouldn’t know. From what I understand from sources it’s a mess, and in the typical style of PSC Chair Person Lori Kinnear there is never any reason to believe anything other than what the folks at SPD tell her, besides if she actually looked into what is really going on it might look bad for her, or for that matter the rest of the City Council.

This story by Rachael Alexander back in February of 2015 should have been a wake-up call for everyone.

“New World, a Michigan-based software company, has been involved in several contract disputes on the west side of the state over delays in implementation of its dispatch software. But Spokane officials say they’re confident they can avoid the pitfalls that caused problems with those agencies.

In all likelihood YES! If you are wondering why, the answer is quite simple, the Seabold/Cappel Independent Investigation gave the Public a pretty good idea of a few of the improprieties that go on in Spokane City Government and caused considerable embarrassment to the Politicians involved. The Seabold/Cappel Investigation exposed the concerted effort to hide the truth from our Community, the complete disregard by Politicians concerning Workplace Harassment, violations of the City Ethics Code, and on and on.

The Investigation did of course result in Civil Litigations, some still ongoing, and a number of City Employees quitting their jobs and running away.

Given those facts, an upcoming City Council Election, a lame duck Mayor with further political aspirations, and the local major media outlets unwilling to do their job of informing the Citizens chances are slim to none that an Independent Investigation into a case involving among other things possible criminal conduct will ever take place because it would be a complete embarrassment to the Mayor, City Council, and the Spokane Police Department.

As many folks know I took this Investigative Journalism Gig on out of frustration with the truth almost never being reported to the Community. It’s a dirty job subject to all kinds of threats and name calling but at least I’ve been able to get a lot of the truth, supported by considerable documentation, disseminated to the Public, and I’m fortunate to have so many people willing to provide me with solid information even at their own risk.

The email exchange below will provide you with the truth as to how the Seabold/Cappel Independent Investigation came about. The emails below which began in September of 2015 are just a few in long strings which also included recommendations that the CC try and force Mayor Condon to invoke Garrity to compel statements from his employees, the effort was made, but as we all know the Mayor refused, and many key witnesses also refused to talk to the Seabold Investigator.

In case you haven’t noticed, I don’t have any reservations about making recommendations to Politicians regarding the appropriate steps that should be taken to get to the truth and inform the public, such is the case here:

One of the things about this Gig is that when you do bring forward the truth you immediately become “persona non-grata” with some folks which is something to be expected. Although I have not confirmed it, and one CC Member denies it, I was advised that the CC has been told not to have any contact with me. The lack of contact from folks like Karen Stratton, Ben Stuckart, Mike Fagan, and Breean Beggs, all of whom have been pretty good in the past about taking my calls or responding to emails seems to support what I’ve been told, and so be it. Lori Kinnear, Amber Waldref, Candance Mumm, have never bothered so that’s not unusual, and the Mayor is scared to death of me. If it is a matter of considerable embarrassment that might result from an Independent Investigation into SPD’s purchase of Rifle Suppressors okay I get it, certainly even though they are terribly busy with governing us folks one would think with all the information surrounding the purchase I have made public they might at least have some questions, but maybe not and the possibility of criminal conduct on the part of City Employees is just insignificant in the scheme of things.

In case you don’t quite get the significance of the email, here are the facts.

Because of the long-standing problems with former OPOC Chair and still OPOC member Deb Conklin, which has finally resulted in a Human Resources Complaint against Conklin by OPO Bart Logue Councilmember Mike Fagan was going to bring forward a resolution at the last City Council Meeting for the removal of Deb Conklin entirely from the OPOC, a move that should have been made months ago but wasn’t, and the only explanation folks close to the situation can come up with is “The Big Stall” has been a political strategy employed by the like politically minded Kinnear and Beggs to push the Conklin removal past the Breean Beggs v Andy Dunau City Council Position race November 7^th, as Conklin’s constituency at the Center for Justice, Peace and Justice Action League, etcetera is the same as theirs and Beggs will need those votes.

The effort to continue to try and push it past the election appears evident is the above email exchange, when she states:

“Sorry for the delay. Home sick today. Mike P. drafted a resolution. We have candidate that Breean still needs to confirm that she is interested. He needs a few more days to finalize. Hope to be in tomorrow and we can talk in person.”

Mike P, who is City Attorney Mike Piccolo, according to Kinnear has the resolution all drafted so what does “We have candidate that Breean still needs to confirm that she is interested. He needs a few more days to finalize”?

To me it means that if Kinnear and Beggs can convince the rest of the CC they have a spiffy candidate in mind and appointing this spiffy candidate will eliminate the need to dumb Conklin, of course any fool knows that that application, interview, background check process would be impossible to complete prior to the election.
