This email exchange is priceless!

In case you don’t quite get the significance of the email, here are the facts.

Because of the long-standing problems with former OPOC Chair and still OPOC member Deb Conklin, which has finally resulted in a Human Resources Complaint against Conklin by OPO Bart Logue Councilmember Mike Fagan was going to bring forward a resolution at the last City Council Meeting for the removal of Deb Conklin entirely from the OPOC, a move that should have been made months ago but wasn’t, and the only explanation folks close to the situation can come up with is “The Big Stall” has been a political strategy employed by the like politically minded Kinnear and Beggs to push the Conklin removal past the Breean Beggs v Andy Dunau City Council Position race November 7^th, as Conklin’s constituency at the Center for Justice, Peace and Justice Action League, etcetera is the same as theirs and Beggs will need those votes.

The effort to continue to try and push it past the election appears evident is the above email exchange, when she states:

“Sorry for the delay. Home sick today. Mike P. drafted a resolution. We have candidate that Breean still needs to confirm that she is interested. He needs a few more days to finalize. Hope to be in tomorrow and we can talk in person.”

Mike P, who is City Attorney Mike Piccolo, according to Kinnear has the resolution all drafted so what does “We have candidate that Breean still needs to confirm that she is interested. He needs a few more days to finalize”?

To me it means that if Kinnear and Beggs can convince the rest of the CC they have a spiffy candidate in mind and appointing this spiffy candidate will eliminate the need to dumb Conklin, of course any fool knows that that application, interview, background check process would be impossible to complete prior to the election.

The link I am providing below is a complete copy of a Public Records Request response I made to Spokane County regarding a failed attempt by Robert West to obtain an Order of Protection against one of Ozzie Knezovich’s hated nemeses Scott Maclay and it is an absolute must read if you are interested in some of the dirty politics and Hilarious Spokane Stuff (HSS) that is ever present around here.

Mr. West found it necessary to file a motion to exceed the page limit guidelines, if you read the case you will see why!

Needless to say, there are many aspects of this court case which cause me to take notice, however they will remain hold-backs until I learn more. I will point out that one has to wonder whether or not Mr. West’s compiling of all the information he submitted took place on City of Spokane time using City of Spokane resources, including access to confidential law enforcement data bases.

According to Mr. Howard Delaney, Robert West remains a Clerk II for the City of Spokane Municipal Probation Department, and I will be looking into any complaints against Mr. West.

Since quite a few readers have read the Pendell IA Case I provided in the earlier story and I’ve been receiving quite a few questions about how in the world the case could possibly be unfounded, I’ll give you this story.

The answer is simple and can be found in the report conclusion.

 

Pretty simple, right? Because “Ethical Ozzie” said it was unfounded!!!

 

There is quite a bit more interesting things contained in this Pendell IA Case, which you would-be investigators out there should take a look at.

 

According to the IA Report someone in the SCSO on “6-8-16” notified/ consulted with Deputy Prosecutor Steve Kinn, and although the date isn’t given the “P.I.D. prosecutor notified”, P.I.D. stands for “Potential Impeachment Disclosure List”, commonly referred to as “Brady List”.

What is interesting about that is that Pendell, Travis O, wasn’t placed on the “Brady List” until January 31^st, 2017 approximately seven months later.

 

The question remains as to exactly why Pendell is a “Brady Cop” and according to a letter in my mailbox today regarding my PRR, and signed by Ozzie, I won’t be getting any more responsive records until “November 30, 2017”.

 

Here is one for you… does the ATF Special Agent Pendell had the tremendous memory loss with have the same last name as a convicted murder?

 

***NOTE TO OZZIE… check the PRA law that went into effect in July regarding making PRRs via email, might save you some time and money.

The link below is a SCSO Internal Affairs Investigation into whether or not Deputy Travis Pendell lied to an ATF Agent during ATF’s Investigation into the circumstances surrounding his involvement with his friend and convicted murder Roy Murry. It is somewhat lengthy, but if you are into this kind of stuff IMO worth the read, and you can draw your own conclusions. After reading this IA case it reminds me of many similar IA Cases I have read involving an allegation of dishonestly on the part of a law enforcement officer, many of which end up being unfounded as this one was by Sheriff Knezovich.

As I have mentioned time and time again from a Defense or Plaintiff perspective any investigator is always suspicious of internally unfounded allegations of a cops dishonestly simply because a sustained allegation of dishonesty makes any Cop a “Brady Cop” which puts a law enforcement leader in a position of having to either fire the Cop or putting them in a position where they are unlikely to testify in Court because their testimony is easily impeachable.

I can’t help but wonder if Ethical Ozzie’s handpicked CAB including Brandi Peetz (Ozzie’s candidate for a Council Position in the Valley), and her father Robert West who was the subject of complaints about using his position and with the City of Spokane to politic for his daughter.

To be perfectly clear, at this point I do not know whether or not it was this IA case against Pendell was the one that put Pendell on Prosecutor Haskell’s “Brady List” or not, I have submitted a more targeted PRR to determine why Pendell is on the “Brady List”. Just so you folks are aware in cases similar to this in other jurisdictions, as well as here in Spokane even though the local law enforcement agency has unfounded a dishonesty complaint in many case if the Federal Government was involved in the case in some way and they believe the Cop lied to them the Feds will formally contact the local prosecutor and the cop will end up on the Prosecutor’s “Brady List”. We shall see if that was the case with Pendell, or if there is another IA case involving Pendell which made him a “Brady Cop”. Whatever the reason that Pendell is a “Brady Cop” it sure doesn’t help “Ethical Ozzie’s” lawsuit against Matt Shea and Scott Maclay.

 

If you remember the President Trump style Twitter War between myself and Ethical Ozzie which resulted in the Ozzie/Buff Episodes you might remember that I gave Ozzie a chance to take care of the Lead Investigator’s inappropriate Facebook battle with Maclay, whether he did or not I don’t know although haven’t heard much from “Kirk Nonyabizness” (Detective Kirk Keyser SCSO). I’m pretty sure in retrospect Keyser knows what he did wasn’t a good Idea.

 

I will pass this story along to “Ethical Ozzie” as I always do for requesting comment but the fact is Ozzie is hiding from me and won’t respond for some reason… maybe when he gets back from Philly…right Ozzie?
