ANNE “LIE YOU DIE” KIRKPATRICK

Since I have received requests for input regarding the City of Oakland hire of former Spokane Chief of Police Anne Kirkpatrick, and I’m busy with several other stories I quickly put this small sampling together for folks to read and draw their own conclusions.

“So the bottom line is that I am recruited for almost every opening in the country because I am a minority and every recruiter wants a minority in the application pool,” Kirkpatrick said. “I would love to be judged on my abilities as a leader, but, nevertheless, the reality is that I am a minority so I am recruited for everything.”

I apologize, but I have some recent stuff I’m working on and this should give you a start!

I REPORT YOU DECIDE!!!

OLD NEWS STORIES BECOME RELEVANT AGAIN

Yes they sure do!

As you might suspect, Reporters especially Investigative Reporters receive just tons of information daily, some of it is great information, some good, some not so good, and of course some bad. It all must be checked out of course and documented which can sometimes be a pain in the arse but many times it proves to be righteous information.

For me as a somewhat new Investigative Reporter who has been around the block many, many years I sometimes get good information that brings back memories of my days as a cop. Recently I received information that immediately recalled what we used to refer to on the job as “The Finger Folly” or “Our Number 1 Guy”, we had a lot of fun with it so I’ll pass the old stories along today for what may very well come later.

Heck the incident even made Doug Clark’s Budnick Awards!

As this one ultimately turned out Our Number 1 Guy gave himself two days off without pay!

It never ceases to amaze me!

I REPORT YOU LAUGH!!!

ASKING THE TOUGH QUESTIONS AND PRESSING FOR THE TRUTH!

A reporter’s job is to ask tough questions and press for the truth to inform the public! Some do some don’t.

This story shows what should happen when a reporter does his job. Pressing for the truth many times will demonstrate investigative shortcomings or mistakes on the part of law enforcement. Mitch Ryals from The Inlander in his coverage of the Holyk case forced SPD and the SCSO to collect and maintain evidence which should have been collected and maintained from the get go.

As I pointed out in my story below, which really PO’d Sheriff Ozzie Knezovich, Mitch confronted Ozzie with tough questions and sought answers. Mitch of course has a different presentation than this Curmudgeonist Reporter and his presentation works very well for him.

Let’s look at what Mitch was able to accomplish with his reporting. Besides asking Ozzie “Where is the hat?” he wrote a story on June 17, 2016 which included a photograph of the hat Ryan Holyk was wearing at the time of his death.

Mitch I’m sure will share where he got the photos of the hat, if you can’t figure it out from this story.

As it turns out Mitch’s reporting caused a significant reaction on the part of law enforcement that caused back peddling from the original spin.

Here is what happened:

On or about June 23, 2016 Deputy Prosecuting Attorney Mark Cipolla tells Investigator P Taylor to get the damn hat.

Then on or about June 29, 2016 Investigator P Taylor photos the hat.

This is kind of interesting to me, and maybe I missed it but I can’t see where Taylor followed Cipolla’s direction to retrieve Holyk’s baseball cap and place it on property as evidence. Perhaps he tried, and Mauer told him to get bent, get a search warrant, maybe Ozzie can fill us in when we meet. If that is the case and it would have been me, it wouldn’t have taken much effort on my part to get one.

What is even more interesting is Bill Schneck’s request to get Holyk’s clothing and the bumper. I would assume the clothing he wanted surely would have included the cap Holyk was wearing. Taylor in his report states Mike Maurer has possession of the evidence.

Oh well I guess Schneck decided he didn’t need the baseball hat.

Lots of unanswered questions regarding the Holyk case which could explain the word on the street that there will be a multi-million-dollar settlement.

I’ll go to the “Ask Ozzie” Twitter site and try to get some answers if he is willing.

ON A SIDE NOTE!

There has been lots of mining of my blog stories lately, including some from California folks…I wonder why???

I REPORT YOU DECIDE!!!

I’M GOING TO EAT CROW???

Or at least Sheriff Ozzie Knezovich says I will be!

For the folks that aren’t aware of the comical Ozzie v Buff “Twitter Battle” that has gone on for a few days you might enjoy reading Ozzie and my Twitter Pages, where the Battle is well documented.

The Battle started when our Sheriff made this Twitter statement on Dec. 23, 2016 in response to my last story and the back and forth continued through the Holidays.

if-they-lie

Of course, I tried to get Ozzie to answer a few questions without his typical spin but for some reason he just didn’t have it in him so I’m going to be anxiously awaiting contact from his “staff assistant” to set up a meeting between the two of us and some witnesses along with Audio/Video documentation so neither one of us can “spin” what transpired.

Of course, having previous contact with Ozzie’s “staff assistant” is nothing new to me since, as public records demonstrate back in 2013, and as I reported regarding the meeting, she set up the only face to face meeting I’ve ever had with our man Ozzie.

howells-1

howells-2

I don’t know why I would deny a face to face meeting with Ozzie, especially since Jim and I spent considerable time and effort putting together a program that we felt attached some accountability to various aspects of the “Smart Justice” study that was going on at the time, including Drug rehab accountability. We asked Ozzie to pass along the documents to the “Smart Justice Commission” which he agreed to do. Because Ozzie was running for re-election at the time, I personally wasn’t sure if the meeting we had was just some lip service to a couple of LEOs or if he really would pass it on. Since I knew two of the Commission members well from my past life in the Criminal Justice System I checked to see if Ozzie had passed our stuff along. When I sat down with one of them, he hadn’t seen the documents so I gave him a copy and we had a long discussion about “Smart Justice.”

ill-show-you

Ozzie states when we meet in person he will show me when I first denied meeting in person, and he will even give me copies. I’m anxious to have him show me and get copies so I can report on this supposed denial. I assure you if I did I will Fess-up and Face-up, but I sure as hell can’t figure out a reason I would deny a meeting with the OZ?

Of course, some other interesting stuff came up during our Twitter Battle that Ozzie wanted to deflect from including such things as the “new stuff” that has been sent to the Prosecutor in the Holyk case from the “Re-investigation”

new-holyk-stuff

As it turns out there wasn’t much “new” but Office P Taylor did one heck of a lot of running around. I was glad to see Officer Taylor finally got Holyk’s hat from the family lawyers.

hat-back

I would really like to get into the Holyk case with Ozzie during our upcoming meeting, but I suspect his answer will be “Can’t talk about it…Litigation” . I will try however and it will be nice to have it documented.

We can also get into the Lafrance case, Law Enforement Officer Certification, The ICMA Report, and lots of other stuff if Oz is willing.

You folks might wonder why I insist upon having the meeting documented Audio/Video…well as Daniel Walters point out Ozzie:

“ To put it mildly, Knezovich didn’t appreciate that suggestion. The sheriff may not be the sort of guy who throws the first punch, but if he feels attacked, he tends to come back swinging.

“I’m surprised that Mike is trying to sling mud like this, especially when he doesn’t know the facts,” Knezovich says. He points his finger back at Baumgartner’s record.”

http://www.inlander.com/spokane/fighting-words/Content?oid=2797206

So, Audio/Video documentation helps to protect everyone!

No “Chest Bumps” though Oz…I’m getting too old for that stuff!
