The Jury is out on the answer to that question as we wait patiently for her to take office. However, while we wait the Condon administration continues to try and hide and cover-up facts the public should know about his administration.
Just prior to the arrest of Jonathan Andersen on charges of murdering Misty Hirsch I received information that Andersen was released from jail on charges of Felon In Possession of a Firearm prior to the murder and never should have been released but problems with SPD’s Patrol Anti-Crime Team (PACT) lead to Andersen’s release. Other media did do some stories regarding Anderson’s release prior to the murder however did not have all of the information surrounding his release.
On 7/12/2019 8:41:03 AM I submitted this Public Records Request to the City of Spokane in an effort to corroborate information I had previously received regarding Andersen’s release. Yes, you read that correctly July 12, 2019 five months ago.
Yesterday December 12, 2019 in partial response to my July PRR I received this heavily redacted email between SPD PACT Officer Shane Oien and Spokane County Deputy Prosecuting Thomas Treppiedi claiming the contents of the email were redacted based upon Attorney Client Privilege.
The effort on the part of Mayor Condon, City Attorney Mike Ormsby, Chief Craig Meidl, and others to try and cover-up the facts left me with no other choice but to file this appeal of the redactions.
Do I know exactly what the email conversation between Oien and Treppiedi was? Well of course I do but that isn’t the point, the point is the Condon Administration continues to try and cover-up the facts as it has throughout his administration and with the assistance of City Attorney Mike Ormsby who instead of representing the Citizens of Spokane is doing everything he possibly can to protect Condon’s backside.
As it stands right now, all Public Records Requests which demonstrate Condon’s mismanagement are being delayed and delayed until David Condon has a chance to escape and will fall directly on the plate of Nadine Woodward. Mayor Elect Woodward must know by now just how terrible the City of Spokane Human Resource Department has been under the leadership of Christine Cavanaugh and Meghann Steinolfson. Cavanaugh who has many, many complaints against her and the Public Records Release of those complaints has been delayed and delayed for months. One possible replacement for Cavanaugh is Thomas Bartridge who has a Human Resources Background and is assisting Woodward on her transition team, however if Steinolfson remains nothing will change.
As far as Chief Meidl remaining as Woodward’s Chief of Police, if she doesn’t know by now why he should go she soon will.
Like politics anywhere local
politics can get down and dirty, and as we know from recent investigations of
politics at the national level other nations will utilize fake Facebook and
Twitter Accounts to affect the outcome of national elections. The same is true
with our local election process where individuals will create fake Facebook and
Twitter accounts to defame, degrade, and lie about various individuals who may
or may not be associated in some way with a political candidate.
While working on another story I was
able to establish that at the local level perhaps the most prolific individual
to use fake Facebook accounts is Sharon Linnae Dust a 53-year-old female and
great aunt of Mr. Caleb Collier’s children from his former marriage to Alyssa Venable
(nee Hundeby). Sharon Dust is an RN who works along with Collier’s ex-wife at
Latah Services Inc, an elder care business owned by Patricia M. Groth.
Over a period of approximately two
years Sharon Dust has cyberstalked a number of individuals including myself
using various fake Facebook accounts including but not limited to the following;
Shelly Rodriguez
Michelle Rodriguez
Jen Anderson
John Williams
Drew Dust
Sharon Dust’s most recent fake
Facebook account is under the name Lisa Harrison and she has been very active
on the Tri-County Voice Facebook page, a page moderated by Dust’s close
associate Tanner Rowe and from which I was booted from yesterday for exposing
the truth a FB page where Dust was able to find allies in her cyberstalking
efforts.
I want to correct a minor mistake
Lesley Haskell made in some posts she made while she was attacked by Sharon
Dust on the Tri-County Voice Facebook page. Lesley Haskell was understandably
under the impression that the fake account was Tanner Rowe’s wife Emilee Combs
as both Mr. and Mrs. Rowe interact with Sharon Dust. Emilee Combs is a member
of the Spokane Regional Issues and Politics FB group and despite her vitriol is
allowed to post in that FB group.
Sharon Dust is very closely allied
with Bob West and his daughter Brandi Peetz and has bragged about a
relationship with Spokane County Sheriff Ozzie Knezovich in private messages I
have obtained from an individual who has come forward at their own risk of
being cyberstalked or harassed by Dust and others.
I hope this helps to correct the
record and provide some factual insight regarding politics, using messy
divorces to defame character for political and personal hatred motives, and
just how low some people will go.
Spokesman Review Reporter Adam Shanks did a very good job in this story regarding the Spokane Regional Emergency Communications (SREC), however I thought I would add just a little more regarding Adam’s “riven with behind the scenes turmoil” statement.
Spokane County Sheriff Ozzie Knezovich was so excited about
its launch, he said in July it “is going to be one of the best things that
happens to this community.”
Many of the Cops and Firefighters I talk with see the SREC
issue for exactly what it is, a political power play by Spokane County Sheriff
Ozzie Knezovich aided by Spokane Valley Fire Chief Bryan Collins with the help
of Mayor Condon to gain as much control of Public Safety for the County as
possible regardless of what affect it might have on the Citizens.
Even though Politics should never play a role in Public
Safety it always seems to rear its ugly head as it did with since passed and
very highly respected SPD Lt. JD Anderson.
“Police officers in general have the specter of the unknown
everyday,” Arleth said. “You switch your body physiology from dealing with kids
who want to play basketball to a severe traffic crash with a pedestrian to a
barricaded subject. It’s a constant shifting of gears. Those types of stressors
can affect the body.”
“Arleth, Meidl and Walker all said that the stresses of the
job are hard to avoid.”
Mayor David Condon’s Chief of Police
Craig Meidl is noted for doing anything and everything he told to do by his
Boss and then passing on orders to his Majors to get the Mayor’s will done,
including forcing someone into a position within SPD they don’t want to have
anything to do with and adamantly disagree with the concept in the position
they are forced into.
Lt. JD Anderson died from
complications associated with a medical issue which can be exasperated by
stress, and Meidl’s decision to not grant his request to return to Patrol
Division certainly didn’t help JD’s stress level as this email exchange and
others makes quite obvious.
Of course, there is always lots more
“behind-the-scenes turmoil”, and here is but one example.

I’m glad to see Spokesman Review Columnist Shawn Vestal is
keeping track of just how bad Mayor Condon and Chief Meidl’s newly established
Lesser Use of Force Policy and the need for legitimate oversight of SPD
actually is.
When you are very aware that the “Culture” at SPD is worse
than it was after the cover-up of the Otto Zehm case and the subsequent
conviction of SPD Officer Karl Thompson
and you review and bring to light all of the continuing problems with SPD one
can easily conclude the reason those problems continue is that SPD leadership
hasn’t changed the attitude they expressed during the Otto Zehm era. When Mayor
David Condon bypassed everything and everyone to hire the very pliable Craig
Meidl to lead SPD the handwriting was on the wall even though he was able to
convince some people that he had seen the light and had changed since his very
public and inexplicable admiration for his beloved mentor and friend Karl
Thompson. The same is true for Major Kevin King who people should remember was
not only the founder of the infamous “505” Facebook Page but also the lead on
sales of those wristbands all the Cops wore in support of Karl Thompson. King
of course was also instrumental in the exoneration of Dan Lesser and the
establishment of the new Lesser Use of Force Policy.
Needless to say, I will be doing more stories on the new SPD
Lesser Use of Force Policy and the extreme problems with the SPD Patrol
Anti-Crime Team, but for now I just want to add a little more information to
Shawn Vestal’s column.
To be perfectly clear even though I have received many of
the Lesser case documents I requested way back on April 22, 2019 SPD has not
fulfilled my request and now tell be that they won’t until sometime “on or about December 2”, of course there will
likely be yet another 30 delay beyond December 2, 2019 once we have a new
Mayor.
Was there cover-up of
the Lesser case like there was in the Otto Zehm case? Well of course there was,
SPD did not under any circumstances want the public to see the Body Worn Camera
Video, and the only thing that got in their way of covering it up was the good
Cops on SPD.
Shawn Vestal in his column documents the fact that Lt. Rob
Boothe the SPD Use of Force Expert found the deployment of Lesser’s K9 out of
policy as did Sgt. Wheeler, but here is the kicker Boothe went above and beyond
his own assessment by asking IA Investigator Sgt. Everly to review the BWC
Video and the Use of Force on 2/19/2019 because of Boothe’s concerns about a
bias he might have due to his previous experience with Dan Lesser’s Use of
Force issues. So, who caught on to the fact that IA was aware of the case on
2/19/2019 and didn’t inform him…none other than OPO Logue.
Yes, indeed IA knew on 2/19/2019, and yes IA knew on April
22, 2019 when I submitted my first Public Records Request…yet SPD said no such case
existed.
Imaged below are the documents every member of the Public,
and every Candidate for office should read, Mayor Condon, Chief Meidl, and
Major King surely were hoping I would simply overlook these facts…it is a good
thing OPO Logue didn’t.
